Digital accessibility is no longer optional. Under Colorado HB21-1110 and Federal HHS Section 1557, healthcare organizations must ensure all digital services—including patient portals, PDFs, and apps—meet WCAG 2.1 AA standards by mid-2025 to 2026.

Quick Accessibility Check (Before You Publish)

1. Findability

Can critical information be reached in 1–2 clicks?
Is the purpose of the page clear immediately?

2. Comprehension

Is the language plain and direct?
Are next steps obvious without reading everything?

3. Consistency

Do similar tasks look and behave the same across systems?
Are labels and actions predictable?

4. Mobile Reality

Does this work well on a phone?
Can it be used with one hand?
Does it assume full attention?

5. Links & Files

Link instead of attaching files
Avoid unnecessary downloads
Ensure linked content is accessible and current

Accessibility Checklist for Content Creators

1. Structural & Cognitive Ease

[ ] Plain Language: Is the content written at or below an 8th-grade level? (Use tools like Hemingway Editor).
[ ] Consistent Navigation: Do interactive elements (buttons, menus) behave the same way across the site and app?
[ ] Progressive Disclosure: Are you showing only necessary info at first? (Avoid "walls of text").

2. Technical Best Practices

[ ] Link, Don't Attach: Link to a web page or cloud-hosted file instead of sending a PDF attachment. This ensures it's responsive on mobile.
[ ] Descriptive Links: Instead of "Click Here," use "Download the Patient Intake Form (PDF)."
[ ] Form Simplicity: Do forms have clear labels outside the box? Are they navigable by keyboard only (Tab key)?

3. Legal Compliance Milestones

[ ] Colorado Compliance: Meet OIT standards by July 1, 2025.
[ ] Federal Compliance: Meet HHS Section 1557/504 standards by May 11, 2026 (for orgs with 15+ employees).
